Position Summary and Scope:

The Payroll Supervisor oversees the accurate and timely processing of payroll in a unionized healthcare environment with multiple collective agreements. This role ensures compliance with all applicable labour laws, union agreements, and organizational policies. The Payroll Supervisor will manage concurrent positions, premiums, and complex payroll structures while providing leadership and support to payroll staff.

Key Responsibilities:

Payroll Processing & Compliance:

  • Supervise and coordinate payroll operations, ensuring timely and accurate payroll processing for all employees
  • Hands on participation in day-to-day activities of the payroll team will be required
  • Accurate and timely processing of employee terminations in the payroll system, including final pay calculations, accrued entitlements, and statutory requirements, while maintaining compliance with employment regulations
  • Interpret and apply multiple collective agreements, ensuring compliance with wage structures, premiums, shift differentials, overtime, and other payroll-related provisions
  • Oversee concurrent positions within the organization, ensuring correct pay rates, premiums, and entitlements are applied
  • Ensure compliance with relevant labor laws, tax regulations, and internal policies
  • Verify payroll calculations, deductions, benefits, and statutory remittances
  • Assist in payroll calculations, deductions, insurance coverage, wage garnishments, and tax filings and preparation of T4’s for employees
  • Ensure employee payroll records re up-to-date and accurate
  • Prepare payroll reports and reconciliations for management, auditors, and government agencies
  • Assist in annual audit and implement audit recommendations

Staff Supervision & Development

  • Responsible to select, assign, replace, supervise and evaluate the team
  • Promote safety and compliance with all applicable safety legislation throughout the organization
  • Lead, mentor, and support payroll staff, providing guidance on complex payroll issues
  • Assign tasks, monitor workloads, and ensure timely completion of payroll-related duties
  • Conduct performance evaluations and provide training opportunities to enhance team knowledge

System & Process Optimization:

  • Maintain payroll systems and collaborate with IT and HR to troubleshoot and improve payroll software functionality
  • Identify and implement process improvements to increase efficiency and accuracy
  • Develop and document standard operating procedures for payroll functions
  • Prepares various reports routinely and on an ad hoc basis

Collaboration & Communication:

  • Address payroll concerns and contract interpretations
  • Assist with grievance resolution related to payroll and collective agreement disputes
  • Respond to employee inquiries regarding payroll, deductions in a timely and professional manner

Qualifications:

Education, Experience and Occupational Certification:

  • Canadian Payroll Association Certification required
  • Diploma or degree in Accounting, Finance, Business Administration, or a related field
  • Minimum 5 years of payroll experience, including supervisory experience in a unionized healthcare environment
  • Proficiency in payroll software and HRIS systems (i.e. ADP, viridian, Workday or equivalent)

Professional:

  • Experience handling concurrent positions, premiums, and complex tax structures
  • Excellent knowledge of payroll legislation, employment standards, and collective agreements (i.e. MNU, MGEU)
  • Advanced excel skills and experience with payroll reporting and reconciliations
  • Advanced skill and experience with Microsoft Office Suite
  • Working knowledge and experience with Quadrant HR (QHR) experience will be considered an asset
  • Previous experience in healthcare industry and a good understanding of union contracts
  • Excellent analytical and problem-solving skills
  • Previous experience/knowledge in software conversion considered an asset
  • Strong analytical, problem solving and organizational skills
