 Job Summary

We are seeking an experienced and strategic Director of Human Resources to lead and support all aspects of human resources for our organization. Reporting to the Co-Executive Directors, the Director plays a key role on the leadership team, overseeing HR operations for a diverse workforce of over 100 employees.

This position is responsible for advancing a respectful, inclusive, and compliant workplace culture through leadership in recruitment, employee relations, performance management, policy development, and compliance with Manitoba employment legislation. The Director also supports leadership in navigating and interpreting the collective agreement, helping foster positive labor relations in a unionized environment. The role is ideal for an HR leader who is collaborative, adaptable, and values-driven.

Key Responsibilities:

Strategic HR Leadership:

  • Develop and implement HR strategies that align with organizational priorities and values.
  • Act as a trusted advisor to senior leadership and managers.
  • Lead workforce planning, change management, and capacity-building initiatives.

Labor Relations Support:

  • Provide guidance and support to leadership in interpreting and applying the collective agreement.
  • Assist with the administration of labor relations processes and ensure alignment with unionized work environments.
  • Maintain collaborative and respectful working relationships with union representatives.
  • Monitor emerging labor relations issues and advise leadership accordingly.

Policy & Compliance:

  • Develop and maintain HR policies and procedures to ensure compliance with Manitoba legislation and best practices.
  • Ensure adherence to employment standards, human rights, occupational health and safety, and other relevant regulations.
  • Stay current with legislative changes and provide compliance guidance to leadership.

Talent Acquisition & Onboarding:

  • Oversee full-cycle recruitment, including job postings, screening, selection, and onboarding.
  • Ensure hiring practices are inclusive, transparent, and aligned with organizational needs.
  • Maintain accurate job descriptions and classifications.

Employee Relations & Engagement:

  • Foster a positive and inclusive workplace culture.
  • Provide confidential support to employees and managers on workplace issues, performance, and conduct.
  • Support initiatives to enhance employee engagement, wellness, and retention.

Performance & Development:

  • Manage the performance review process to align employee goals with organizational objectives.
  • Design and deliver employee development opportunities and training programs.
  • Support leadership in coaching and succession planning.

HR Systems & Records:

  • Ensure HRIS data integrity and manage employee records in compliance with privacy laws.
  • Generate HR metrics and reports to support planning and decision-making.

Workplace Safety & Health:

  • Lead Workplace Safety and Health initiatives in alignment with provincial legislation.
  • Support safety committees and help maintain a healthy work environment.

 Equity, Diversity & Inclusion:

  • Promote inclusive HR practices and support diversity throughout the employee lifecycle.
  • Embed equity and accessibility in policy, recruitment, and organization culture.

Qualifications: 

  • Bachelor’s degree in Human Resource Management, Business Administration or a related field.
  • Minimum of three years of progressive HR leadership experience, ideally in a unionized setting.
  • Demonstrated experience supporting leadership in labour relations and interpreting collective agreements.
  • Solid understanding of Manitoba employment legislation, including:
    • The Employment Standards Code
    • The Human Rights Code (Manitoba)
    • The Workers Compensation Act
    • The Workplace Safety and Health Act

 Assets:                                                                   

  • CPHR Manitoba designation (or actively working toward certification) is an asset.
  • Proficiency with HRIS platforms and Microsoft Office (Word, Excel).
  • Strong interpersonal, problem-solving, and conflict-resolution skills.
  • Ability to handle sensitive information with professionalism and discretion.
  • Highly organized, with the ability to manage multiple priorities effectively.
