Description

PURPOSE

The Executive Director (ED) is the senior executive responsible for providing strategic leadership, operational management, and fostering a collaborative, culturally-grounded environment within (T1N). The ED will ensure the successful implementation of key governance frameworks such as the Treaty One Joint Reserve Land Code and compliance with the Governance & Management Agreement. With a focus on land use optimization, economic development, and self-determination, the ED will drive initiatives that align with the goals of the T1N. The ED also oversees the creation and development of laws, and the establishment of governance structures and works to maintain the financial sustainability and cultural integrity of Treaty One Nations.

KEY RESPONSIBILITIES

The Executive Director of T1N will provide visionary leadership to guide the organization in fulfilling its mandate and advancing strategic priorities. Working closely with the Governing Council, the Executive Director will be responsible for developing, implementing, and monitoring strategic goals, policies, and initiatives. This includes ensuring adherence to the Governance & Management Agreement and overseeing compliance and reporting mechanisms. The role will also drive the implementation of the Treaty One Joint Reserve Land Code to advance self-governance and land rights initiatives.

The Executive Director will oversee the day-to-day operations of T1N, ensuring effective management and coordination across all projects and departments. Key responsibilities include optimizing resource allocation to ensure that programs are executed within budget and on schedule, while fostering a high-performance organizational structure and a positive, accountable workplace culture. The Executive Director will lead the development of policies, procedures, and operational frameworks to support organizational growth and resilience.

In the area of economic development, the Executive Director will support Treaty One Development Corporation (T1DC) in pursuing initiatives that align with the values and long-term goals of T1N. This includes focusing on land use, infrastructure, and sustainable development while working with the seven Treaty One First Nations to implement projects that promote self-determination. The role will also involve collaborating with government entities, the private sector, and community stakeholders to secure funding, investments, and partnerships for T1N’s initiatives.

The Executive Director will play a key role in stakeholder engagement and advocacy, building and maintaining strong relationships with government bodies, industry partners, Indigenous organizations, and community stakeholders. They will advocate for the rights, interests, and priorities of the seven Treaty One First Nations, ensuring their voices are heard at all levels of decision-making. Additionally, the Executive Director will represent T1N at external events, forums, and negotiations, enhancing the organization’s profile and influence.

Legal and compliance oversight is also a critical component of this role. The Executive Director will lead the development of the legal framework necessary for Treaty One Nations’ self-governance, including creating and implementing governance frameworks and laws related to land use and governance. They will also ensure that T1N's operations and development projects comply with all relevant laws, regulations, and standards.

SKILLS & QUALIFICATIONS

Education & Experience

  • Bachelor’s degree in Indigenous Governance, Public Administration, Business Administration, or a related field (Master’s degree preferred).
  • Minimum of 7-10 years of senior leadership experience, ideally within Indigenous governance, land management, or community development.
  • An acceptable combination of education and experience may be considered.
  • Demonstrated understanding of Treaty rights, land codes, and self-governance agreements, with experience in implementing or managing Indigenous governance structures.

Skills & Competencies

  • Knowledge of Treaty One First Nations, culture, history, and inherent rights.
  • Proven track record of building and maintaining partnerships with government agencies, industry stakeholders, and community members.
  • Strong financial management skills, including budgeting, grant management, and resource allocation.
  • Excellent communication and advocacy skills, with the ability to represent the organization in diverse settings.
  • Knowledge of Indigenous governance principles, economic development, and land stewardship best practices.
